Job Purpose

Lead the development and execution of feasibility studies and identify investment opportunities to enhance the organization’s assets and projects. Ensure cost efficiency, maximize return on investment (ROI), and monitor financial performance, while recommending corrective actions to support sustainable growth

Key Responsibilities

Functional Responsibilities

  • Contribute to the development of the department’s annual business plan, ensuring alignment between section activities and overall objectives.
  • Monitor section performance in line with quality and institutional excellence frameworks.
  • Lead the development and execution of the annual operational plan, including KPIs, targets, projects, programs, and budget requirements.
  • Direct the development and implementation of section policies, procedures, and quality frameworks, ensuring compliance.
    • Lead initiatives to optimize investment opportunities and resource utilization, supporting financial sustainability.
    • Develop and execute feasibility studies and assess opportunities for asset development and cost-efficient project delivery, in alignment with Finance authority requirements.
    • Monitor financial performance and ROI of projects and initiatives, identifying and recommending corrective actions.
    • Conduct forward-looking investment and business development studies, identifying opportunities aligned with the organization’s strategic plan.
    • Perform market research and analysis to introduce innovative approaches for enhancing investments and revenue streams, in coordination with relevant units.
    • Develop recommendations on investment returns utilization strategies to ensure financial sustainability and support sector growth.
    • Engage with potential partners and stakeholders, promoting the organization’s positioning and opportunities.
    • Prepare investment feasibility studies and provide recommendations on investment decisions.
    • Participate in evaluating and structuring investment-related agreements and contracts.
    • Provide inputs on risk analysis and management, developing mitigation plans in coordination with relevant strategy units.
    • Support innovation and institutional excellence initiatives aligned with strategic priorities.
    • Ensure compliance with information security and data confidentiality policies.
    • Ensure adherence to health, safety, and environmental standards.
    • Perform any other duties as assigned

Operational Responsibilities

  • Provide periodic and ad-hoc reports and insights to management, highlighting improvement opportunities to support decision-making.
  • Monitor performance results, identify gaps and associated risks, and recommend corrective actions to ensure continuity and achievement of objectives

Financial Management

  • Provide inputs to Finance for budget preparation in line with governance frameworks.
  • Monitor budget utilization, track variances, and recommend corrective financial actions.

People Management

  • Support workforce planning, talent acquisition, and capability development initiatives.
  • Set section objectives and conduct mid-year and annual performance reviews.
  • Monitor team performance and provide guidance and direction.
  • Identify required competencies and support team development.

Stakeholder Management

  • Internal Stakeholders: All organizational units
  • External Stakeholders:
    • Semi-government and private sector entities
    • Relevant local and federal authorities

Qualifications & Requirements

Education

  • Bachelor’s Degree in Investment Management, Business Development, Strategic Management, Market Analysis, or equivalent from an accredited university

Experience & Skills

  • Minimum 7+ years of relevant experience
  • Strong ability to contribute to policies, regulations, and strategic frameworks
  • Proven experience managing high-impact programs and stakeholder engagement
  • Ability to lead cross-functional teams and strategic initiatives
  • Strong understanding of market trends and investment strategies
