We are seeking a highly experienced Senior Procurement Officer to join a leading government entity in Dubai. The successful candidate will be responsible for managing end-to-end procurement activities, ensuring compliance with government policies and regulations, optimizing supplier performance, and supporting sustainable procurement initiatives.
This role requires strong knowledge of UAE procurement practices and solid experience within the local market.
Key Responsibilities
1. Procurement Planning & Execution
- Prepare and implement annual procurement plans based on departmental requirements.
- Review and validate purchase requests to ensure accuracy, completeness, and policy compliance.
- Ensure timely processing of procurement activities in line with approved procedures.
- Coordinate with internal stakeholders to forecast procurement needs.
2. Supplier Management
- Negotiate with suppliers to secure competitive pricing, favorable terms, and high-quality standards.
- Evaluate and monitor supplier performance through KPIs and service-level agreements.
- Identify and onboard new suppliers aligned with organizational objectives.
- Source sustainability-focused suppliers, including SMEs and eco-friendly product providers.
3. Contract & Compliance Oversight
- Monitor execution of contracts and supply agreements in coordination with relevant departments and committees.
- Ensure compliance with government procurement regulations and internal policies.
- Follow up on bank guarantees, insurance certificates, and contractual documentation.
- Mitigate procurement risks and ensure contractual obligations are fulfilled.
4. Operational Support
- Ensure procurement activities are completed within defined timelines.
- Maintain accurate procurement documentation and reporting.
- Support audit requirements and regulatory reviews.
- Perform additional duties as required by the nature of the role.

Qualifications
- Bachelor’s Degree in Business Administration, Supply Chain Management, Procurement, Finance, or a related field.
- Professional procurement certifications (e.g., CIPS) are an advantage.
Experience Requirements
- Minimum 5 years of solid procurement experience in the UAE.
- Proven experience working within government or semi-government entities is highly preferred.
- Strong understanding of UAE procurement laws, regulations, and tendering processes.
- Experience in contract management and supplier negotiations.
