Reporting Line

Job Purpose
To support the development, review, and execution of the organization’s strategic plan, ensuring alignment with Dubai Government strategic directions. The role focuses on driving strategic planning processes, monitoring execution of operational plans, and ensuring organization-wide alignment with strategic objectives.
Key Responsibilities
Functional Responsibilities
- Develop and update the organization’s strategic plan in alignment with Dubai Government strategy.
- Define and manage key performance indicators (KPIs) related to strategic planning and performance management.
- Support and oversee change management initiatives linked to strategic and operational planning.
- Assist departments in developing, reviewing, and updating operational plans, including KPIs and targets.
- Ensure alignment and execution of departmental operational plans with the overall corporate strategy.
- Monitor progress against strategic and operational plans and prepare periodic performance reports.
- Update and manage the enterprise risk management framework and ensure integration with strategic objectives.
- Design and deliver awareness workshops to enhance understanding of strategy and its components.
- Conduct strategic analyses such as gap analysis, benchmarking, and other relevant studies.
- Support organizational restructuring and process improvement initiatives in coordination with internal and external stakeholders.
- Identify and implement best practices in strategic planning to continuously enhance strategy development.
- Review annual strategic performance reports and coordinate semi-annual performance reviews across departments.
- Implement and continuously improve the organization’s strategic planning methodology.
- Ensure compliance with information security policies and maintain confidentiality of data.
- Adhere to occupational health, safety, and environmental policies.
- Perform other related duties as assigned.
Operational Responsibilities
- Provide regular and ad-hoc data analysis to support leadership decision-making.
- Identify and escalate operational risks that may impact strategic objectives.
Financial Responsibilities
- Ensure compliance with relevant financial policies and procedures.
Stakeholder Management
- Internal: All organizational departments
- External: Government, semi-government, and private sector entities
Skills
Qualifications & Requirements
Education
- Bachelor’s degree in Strategic Planning, Business Administration, Organizational Planning, Data Analysis, or a related field.
Experience
- Minimum of 6+ years of relevant experience in strategic planning or performance management.
Skills & Knowledge
- Strong knowledge of strategic planning methodologies.
- Advanced analytical and data interpretation skills.
- Familiarity with performance management systems and frameworks.
- Experience in strategic tools such as SWOT analysis.
- Strong problem-solving skills with the ability to implement practical solutions.
