JOB PURPOSE
Collect and analyze institutional and sector data, establish frameworks, methodologies and guidelines for data analysis and management, and provide consultation and guidance on data-management matters.
KEY RESPONSIBILITIES
· Prepare and implement the section's annual operational plan, targets, KPIs and budget requirements.
· Develop data-management policies and procedures and monitor team compliance.
· Design and develop data-structuring infrastructure to accelerate analysis and reporting.
· Build the overall framework and methodology for institutional data analysis and management and provide technical guidance on data sources, validation and approval.
· Oversee data operating and archiving standards and ensure alignment with government policies.
· Review technical documents, visualizations and reports for quality and accuracy.
· Integrate emerging technologies and modern initiatives into data-management processes and structures.
· Assess database changes and ensure alignment with business requirements.
· Monitor data-system performance and recommend improvements to hardware, software and storage infrastructure.
· Oversee data security in coordination with relevant parties and implement digital-security policies.
· Oversee collection and analysis of institutional and sector data and provide data-driven recommendations to decision makers.
· Coordinate with Digital Dubai and IT to develop and implement an integrated data-management plan.
· Conduct periodic data-maturity assessments and develop improvement plans.
· Oversee development of a centralized database for strategic and sector data and facilitate reporting.
· Manage cooperation with Digital Dubai to identify and adopt data-analysis tools aligned with government standards.
· Prepare periodic performance and achievement reports and quality-based improvement plans.
· Manage section budget, workforce planning, objectives and employee performance.
المهارات
REQUIRED QUALIFICATIONS
· Bachelor's degree in Data Science, Statistics, Management Information Systems, Computer Engineering, Data Analysis or equivalent from an accredited university.
· 7+ years of relevant professional experience.

· Ability to prepare policy, legislative and regulatory recommendations.
· Ability to lead high-impact programs and coordinate with internal and external stakeholders.
· Ability to lead multidisciplinary teams and sector-development initiatives.
