Job Summary

We are seeking a highly experienced Estimation & Proposal Engineer – Mechanical to join a leading organization in Abu Dhabi. The successful candidate will be responsible for preparing accurate cost estimates, developing competitive techno-commercial proposals, and supporting pre-tender activities for major Oil & Gas and EPC projects.

The ideal candidate will possess extensive experience in mechanical estimation and proposal preparation, with a strong understanding of ADNOC requirements, industry standards, and EPC project execution methodologies. Experience in pre-tender estimation for ADNOC projects will be highly preferred.

Key Responsibilities

• Review tender documents, client specifications, drawings, and commercial requirements to determine the scope of work.
• Prepare detailed cost estimates for mechanical disciplines covering manpower, materials, equipment, subcontracting, and construction activities.
• Coordinate with engineering, procurement, planning, and project execution teams to obtain technical inputs for proposal preparation.
• Develop comprehensive techno-commercial proposals in accordance with client requirements and submission deadlines.
• Conduct quantity take-offs from drawings and technical documents.
• Obtain and evaluate quotations from vendors and subcontractors to support competitive pricing strategies.
• Identify project risks and opportunities during the bidding stage and recommend appropriate mitigation measures.
• Participate in pre-bid meetings, site visits, and clarification meetings with clients when required.
• Ensure estimates and proposals comply with applicable industry standards, company procedures, and client specifications.
• Analyze historical project data and market trends to improve estimation accuracy.
• Support management during bid reviews and commercial negotiations.
• Maintain an updated database of costs, productivity norms, and vendor information.
• Assist in preparing tender qualifications, assumptions, exclusions, and execution methodologies.
• Liaise with project execution teams during handover to ensure a smooth transition from the bidding phase to project implementation.

Qualifications

• Bachelor's Degree in Mechanical Engineering from a recognized university.
• Professional certifications related to estimation, contracts, or project management will be an added advantage.

Experience Requirements

• Minimum 12 years of experience in estimation, proposal engineering, or project execution within the Oil & Gas and EPC industry.
• Proven experience in pre-tender estimation and proposal preparation for large-scale EPC projects.
• Prior exposure to ADNOC projects and familiarity with ADNOC specifications, procedures, and tendering practices is highly preferred.
• Strong knowledge of mechanical systems and construction methodologies applicable to Oil & Gas facilities.
• Experience in preparing cost estimates for brownfield and greenfield projects will be advantageous.

Technical Competencies

• Expertise in mechanical estimation techniques and bid preparation processes.
• Ability to interpret engineering drawings, specifications, and scope documents.
• Proficiency in quantity take-off and cost analysis.
• Familiarity with EPC project life cycles and execution strategies.
• Strong understanding of commercial terms and contract requirements.
• Proficiency in Microsoft Office applications, particularly Excel.
• Knowledge of estimation software and ERP systems is an advantage.
