Job Description – Procurement & Subcontracting Manager (ADNOC Approved)

Job Summary
We are seeking an experienced and ADNOC-approved Procurement & Subcontracting Manager to lead procurement and subcontracting activities for major ADNOC projects in the UAE. The successful candidate will be responsible for developing and implementing procurement strategies, managing vendor and subcontractor relationships, ensuring compliance with ADNOC requirements, and delivering materials and services within project schedules and budgets.
The Procurement & Subcontracting Manager will play a critical role in ensuring the efficient sourcing, procurement, and administration of contracts and subcontracts to support successful project execution.
Key Responsibilities
Procurement Management
- Develop and implement procurement strategies aligned with project objectives and ADNOC requirements.
- Lead the procurement of materials, equipment, and services for EPC and Oil & Gas projects.
- Manage the entire procurement cycle, including requisitions, RFQs, bid evaluations, negotiations, purchase orders, and contract awards.
- Ensure procurement activities comply with ADNOC standards, company procedures, and contractual obligations.
- Coordinate with engineering, construction, planning, and project management teams to ensure timely procurement of critical items.
- Monitor supplier performance, delivery schedules, and quality compliance.
- Review and approve procurement plans, vendor lists, and sourcing strategies.
- Lead commercial and technical negotiations with suppliers and service providers.
- Identify cost-saving opportunities and implement procurement optimization initiatives.
Subcontracting Management
- Develop subcontracting strategies and execution plans for project requirements.
- Manage prequalification, tendering, evaluation, negotiation, and award of subcontract packages.
- Ensure subcontractors comply with ADNOC requirements, project specifications, HSE standards, and contractual obligations.
- Review and negotiate subcontract terms and conditions to minimize project risks.
- Monitor subcontractor performance, progress, claims, and contractual compliance.
- Resolve contractual disputes and support claims management activities.
- Coordinate with legal, commercial, and project teams regarding subcontract administration matters.
Compliance & Reporting
- Ensure compliance with ADNOC procurement procedures, approved vendor requirements, and procurement governance policies.
- Maintain accurate procurement and subcontracting records, reports, and documentation.
- Prepare management reports on procurement status, subcontract performance, risks, and key project milestones.
- Participate in project reviews, audits, and client meetings as required.

Qualifications & Requirements
- Bachelor's Degree in Engineering, Supply Chain Management, Procurement, Business Administration, Commerce, or related field.
- Professional certifications such as CIPS, CPSM, PMP, or equivalent are preferred.
- Minimum 12–15 years of experience in procurement, subcontracting, and supply chain management within Oil & Gas, EPC, or Energy sectors.
- Minimum 5 years of experience in a managerial role on ADNOC projects.
- Mandatory ADNOC Approval as Procurement & Subcontracting Manager.
- Strong knowledge of ADNOC procurement procedures, approved vendor systems, and subcontracting requirements.
- Proven experience managing large procurement packages and subcontract agreements for EPC projects.
- Strong understanding of contract administration, commercial negotiations, and procurement best practices.
- Experience with ERP systems such as SAP, Oracle, or similar procurement platforms.
- Excellent leadership, negotiation, communication, and stakeholder management skills.
Preferred Experience
- Experience working on ADNOC Onshore, ADNOC Offshore, ADNOC Gas, ADNOC Distribution, or ADNOC Group projects.
- Experience managing procurement and subcontracting activities for pipelines, oil & gas facilities, refineries, petrochemical plants, and infrastructure projects.
- Familiarity with international procurement standards, FIDIC contracts, and EPC contracting models.
