Job Purpose
The Senior Recruitment Specialist will be responsible for managing the end-to-end recruitment process for various positions, with a strong focus on supporting Abu Dhabi Government entities. The role requires extensive experience in sourcing, candidate assessment, stakeholder management, offer preparation, salary negotiation, and successful placement of candidates.
The ideal candidate should have a proven track record of working as a recruiter within Abu Dhabi Government entities, with strong knowledge of the local talent market and excellent Arabic and English communication skills.
Key Responsibilities
- Manage the full 360-degree recruitment cycle, from sourcing and screening through offer management and onboarding.
- Partner with hiring managers and stakeholders to understand manpower requirements, job specifications, and recruitment priorities.
- Source qualified candidates through LinkedIn, recruitment platforms, professional networks, databases, referrals, and other sourcing channels.
- Conduct candidate screening, competency-based interviews, and assessments as required.
- Develop and maintain a strong talent pipeline for current and future vacancies.
- Handle recruitment for various levels and functions within government and corporate environments.
- Coordinate interview schedules between candidates and hiring managers.
- Liaise with candidates throughout the recruitment process and ensure a positive candidate experience.
- Prepare and coordinate employment offers and offer letters in line with approved terms and company/government policies.
- Conduct salary negotiations with selected candidates while maintaining alignment with approved salary ranges and internal policies.
- Manage candidate expectations regarding compensation, benefits, notice periods, joining dates, and employment conditions.
- Coordinate pre-employment documentation and ensure all required documents are received and complete.
- Follow up with selected candidates through the onboarding and joining process.
- Maintain accurate and updated recruitment records, trackers, and candidate databases.
- Prepare recruitment reports and provide regular updates on vacancies, pipelines, interviews, offers, and placements.
- Ensure recruitment activities are conducted in accordance with applicable policies, procedures, and UAE employment regulations.
- Build and maintain strong relationships with candidates, hiring managers, HR teams, and other stakeholders.
- Support urgent and high-volume recruitment requirements as needed.

Required Qualifications & Experience
- Bachelor's degree in Human Resources, Business Administration, or a related field.
- Minimum 10 years of proven recruitment experience.
- Mandatory experience working as a Recruiter / Recruitment Specialist within Abu Dhabi Government entities.
- Strong experience in 360-degree recruitment and end-to-end talent acquisition.
- Excellent knowledge of candidate sourcing and talent mapping.
- Hands-on experience in offer management and salary negotiation.
- Strong knowledge of the UAE recruitment and talent market, particularly Abu Dhabi.
- Excellent Arabic and English communication skills, both written and verbal.
- Strong stakeholder management and interpersonal skills.
- Ability to manage multiple vacancies and priorities in a fast-paced environment.
- Strong negotiation, problem-solving, and decision-making skills.
- Proficiency in Microsoft Office and recruitment/talent acquisition systems.

Mandatory Requirements
Candidates must meet the following requirements:
- Minimum 10 years of recruitment experience.
- Proven experience as a Recruiter within Abu Dhabi Government entities.
- Strong 360 recruitment experience.
- Hands-on experience in sourcing, offer letter preparation, and salary negotiation.
- Fluent in Arabic and English.
- Excellent communication and stakeholder management skills.
