Job Description
Key Responsibilities:
Payroll Processing & Administration:
-
Prepare and process monthly payroll for all employees, ensuring accuracy and timely disbursement.

Verify and calculate employee earnings, deductions, and benefits in accordance with government pay scales and HR regulations.

Manage WPS (Wage Protection System) submissions and resolve any rejections or errors.

Process salary adjustments, overtime, bonuses, leave encashments, and other variable payments.
Pension & Social Security Administration:

Process employee pension contributions in compliance with UAE Federal and Emirate-level pension regulations.

Coordinate with the General Pension and Social Security Authority (GPSSA) or relevant Emirate pension authority for monthly submissions and reconciliations.

Maintain accurate pension records, ensuring correct employee and employer contributions.

Prepare and submit required pension reports and ensure timely payments to the authority.

Handle pension settlements for employees upon resignation, transfer, or retirement in compliance with applicable regulations.
Compliance & Policies:

Ensure payroll and pension compliance with UAE Federal Government or local Emirate government laws and financial policies.

Maintain awareness of changes in government compensation frameworks, pension laws, and HR regulations.

Coordinate with HR and Finance departments to ensure alignment with approved budgets and organizational structures.
Reporting & Reconciliation:

Reconcile payroll and pension accounts and ensure accuracy between HR, Finance, and bank records.

Prepare payroll and pension-related reports for management, finance, and audit purposes.

Support internal and external audits by providing payroll and pension data, reports, and justifications.
End of Service & Employee Benefits:

Calculate and process end-of-service settlements, gratuities, and final payments in compliance with government regulations.

Maintain accurate records of leave balances, allowances, deductions, and benefits.
Systems & Data Management:

Maintain payroll and pension data using government ERP systems (e.g., Oracle, SAP, or GRP systems used by ministries and authorities).

Ensure data confidentiality and accuracy of employee financial records.

Support system upgrades and participate in payroll and pension-related projects as needed.
Skills
Qualifications & Experience:
-
Bachelor’s Degree in Accounting, Finance, or a related field.
-
Minimum 5 years of payroll experience, preferably within UAE Government entities.

Strong understanding of UAE Labor Law, government compensation structures, and HR policies.
-
Proficiency in ERP systems (Oracle, SAP, GRP, or similar).
-
Advanced MS Excel and payroll reporting skills.
-
Excellent accuracy, confidentiality, and attention to detail.
